It is possible to adopt from overseas, but usually by making an appropriate order in a Sudanese court which is then repeated in New Zealand in the Family Court. This also would need reports from Oranga Tamariki. The first step is the Sudanese court and she may need to make contact to see how possible that is

The refugee/orphan children would be in Uganda, so I am not sure how the Sudanese court would rule. How would you find out which refugee camp would be best to deal with? Is there an agency that you could make enquires through? It would be useful to know whether Oranga Tamariki would support an adoption before going through all the trouble of locating appropriate child for adoption.

I am retired and am enquiring on behalf of friend, who doesnt have any idea of where to start. Just want to find out if it would be a very expensive and difficult process, or whether there would be some assistance for such an adoption. You might have heard that there is an ongoing civil war and Southern Sudan would have few competitors for the severity of their situation.

I am not in a position to support financially my friend, and she is not on a very high salary, working in a retirement village in Upper Hutt

The primary agency is Oranga Tamariki and I suggest you look at this link which has useful background

On checking the site I am reminded that there is a Hague Convention in force which specifies places where you may adopt a child. Unfortunately neither Sudan nor Uganda are on that list and you may only adopt a child who is related from those places
