My question is can she apply for a temporary visa so that she can decide whether to live in New Zealand or Australia. Under ordinary conditions, she could get a visitor visa to New Zealand and then make a decision. However if she is living in the Philippines, she would have difficulty getting a visitor visa to New Zealand because the borders are closed due to Covid. She is better to go to Australia, and then to New Zealand and she wants to try to get some idea of what it is like here. It will be much easier to come from Australia than the Philippines
