A gift is final and cannot be overturned because they have changed their mind.
Customer
Thank you. The owner is threatening to take me to the small claims court to have me reimburse her for the cost of the gifted items. I have just paid to courier them back to her as I can not afford to risk needing to pay legal fees. Is there a way that I can lay a formal complaint against her? I am starting to feel harassed as she keeps emailing me about it

You would not be at risk of paying legal fees because there are no legal fees awarded in the disputes Tribunal, because lawyers cannot appear in the tribunal. If you have returned the gifts, then this should come to an end, but it would be difficult to sue her for harassment unless she continues after receipt of the gifts
Customer
Okay thank you. Is there any form of complaints authority in New Zealand that deals with complaints made against business owners/operators?

Not like the US but people generally use social media to criticise or where there are issues like misleading and deceptive conduct the Commerce Commission sometimes investigates but they are understaffed and cannot help all cases
