You did not need to move out without 42 days notice. If you got that much notice then he needs to sign off with Tenancy Services to get your bond released. Otherwise you would need to apply to the Tenancy Tribunal to get this released

But you could just stop paying the rent as you suggest because you do not trust him to release the bond
