The standard is a reasonable standard of cleanliness, and not a deep clean. It would be unreasonable to expect the payment fro the professional cleaner if the carpet was ok and with the rug doctor, that should be sufficient. The plumbing issue is a problem for the landlord. It is the landlords obligation to provide clean drinking water and their obligation to maintain the plumbing. So if they do not back down I suggest you take them to the Tenancy Tribunal
