I think leave this to the rental agency, so there is a consistent approach. If the agency has given them the proper notice that the tenancy will not be renewed, that would have been enough, although of course the other problems back up the decision. The tenant does not have any legal right to continue on a term tenancy once the notice has been given, whether they are good or bad tenants
