From the information provided in your application we are not yet satisfied that your travel insurance has a minimum policy limit of NZD $500,000.00 per annum (V3.120.15). As part of the submission application, you are required at the least to provide evidence of the insurance that you intend to take out as part of the visa application. Please note you are not required to take this insurance out while your application is being assessed as part of the application being assessed in principle. You must however provide evidence of the insurance you intend to take out if an Approval in Principle is granted. Please note the following conditions below highlighted in yellow must be met for the travel insurance to be acceptable to INZ for the Temporary Retirement Category.
V3.120.15 Minimum requirements for acceptable travel and/or health insurance under the Temporary Retirement Category
Under the Temporary Retirement Category the principal applicant and their partner included in the application must hold travel and/or health insurance which:
a. is provided by a company with:
i. experience in the health and/or travel insurance business; and
ii. a credit rating of no lower than A (strong) or equivalent from an internationally recognised credit rating agency (for example, Standard and Poor's).
b. has a minimum policy limit of NZ$500,000 per annum and guarantees to cover the costs of:
i. all medical expenses including diagnosis and treatment, ambulance, hospital care; and
ii. prescribed medicines, post hospital discharge care, home nursing care up to a limit of NZ$3,000; and
iii. emergency dental care, including provision of antibiotics and treatment for the relief of sudden and acute pain up to a limit of NZ$3,000; and
iv. evacuation or return home in the event of serious illness or disability.
c. is maintained for the duration of the visa.

I have called and discussed with them, spent almost 40 min. But they do not do for my kind of situation.
Or I can say.. they do but up to $100K coverage - not 500K I need

In the majority of cases you'll need to:
yes -Have a trip booked that starts and ends in New Zealand
no -Be on a valid visa such as a Skilled Working Visa, student visa, partner visa, but not a tourist visa
no -Have access to publicly funded health care

maybe 20 mail exchanges with them. I just asked the guy in charge of my case to give me any of reference from the past. But he has been very difficult so far, and am not sure what may come out.

LOL. I was concerned in June but I went ahead to apply. Actually, i have interim visa for temp ret visa and visitor visa with 5 months extension from Sept 25
There is one woman who is trying to help me - she's got some experience. I think productive thing may be....I am to write a letter with 1) insurance from Japanese government can do the insurance but details I have not checked - so most but probably not all requirement. Then 2) I have enough fund to designate for any health related problem. So i can have this account designate to cover 500K. --> make a case with these two points combined. what do you think?
There is no US insurance (public and private) and Japanese ins (private) available according to my research
Your solution may be the best option. It seems odd that Immigartion have this requirement but there are no providers
One woman I talked had deep experience - 10 yrs ago she made. a case to INZ guys who asked her opinion. But they did not take any action following her recommendation.
I hired lawyer early on but soon gave up - they were hopeless. I may make a comment on their customer feedback column when my visa thing is settled
I think you need to tell Immigration that this is not possible and explain the extensive enquires you have made. Perhaps also ask one of the immigration consultants like Malcolm Pacific who they use
Interesting. one woman was at Malcolm till recently. she is the one I dug up by web who is trying to help me. She might be the last hope - except my 1-2 punch idea Imentioned (as backup)
i am thnking if this does not go well i make a case in dispute - but it may be better to inform the general idea to the guy at INZ ahead of that act. BTW they had other problem with me on medical test either.... what can I say? ;-0
Perhaps a discussion in polite terms about the impossibility of getting insurance and asking if the terms can be relaxed to a policy you can actually purchase
a delicate issue to process - but i like this country. ;-)
