Customer: The company my partner works for has been receiving complaints from a neighbor who moved in approximately 4 years ago. She works for a residential disability home. The complaints have consisted of staff talking loud before, during and after their shift. Cars being parked outside of his house on the main street (no yellow lines), too many cars parked in the residential homes driveway, delivery truck drivers delivering their food and resources at a time that is inconvenient and many more where the neighbor has taken photos of staff vehicles, drivers and on two occasions he has confronted staff. Management have tried to work with this neighbor but it seems nothing they do is working. However, the staff including my partner are constantly being hounded by management. As of recent staff have been asked not to park outside his residents, to turn all music down or off when driving down the street, not to talk loudly on their phones and to only leave their cars running for 1/2 minutes. This has also extended to those that are dropping staff members off to work. I cant say Ive ever come across a situation quite like this one apart from on tv and am unsure what can be done to help.
JA: Has your partner discussed this with a manager or HR? Or with a lawyer?
Customer: It has been discussed with a manager by multiple staff members but they are dismissive or implement new rules/protocols for staff to follow because they are the ones receiving the complaints. No lawyer as of yet but they are waiting for a union representative to get back to them
JA: Is the workplace "at will" or union? Is the job hourly or salaried?
Customer: at will Im not sure what that means? it is hourly

There is a work safety element here which your management do not appear to understand. This neighbour is being more than unreasonable and in allowing him to harass the workers, the management is not keeping them safe. While they may be trying to keep the peace they have not looked after the workers
