So in this case, what you would need to do is the following for the stalking and assault you experienced.
You may have already done this formally, but if not, the first thing you can do is file a complaint directly with that law enforcement agency because of their misconduct.
If you can’t get relief there, you should strongly consider contacting the Department of Justice (https://www.justice.gov/crt/law-enforcement-misconduct) . The DOJ has handled police misconduct for many, many years. They investigate physical assaults, sexual assaults and investigates when police officers fail to intervene.
Be sure to save whatever evidence you have.
