What can I do about his withholding finances from me? He uses this as a punishment if I defend myself in an argument and speak up for myself. He’ll say he will give me money then when the first rolls around we argue and he tells me he’s not giving it to me because I argued with him

You have a couple of ways to proceed.

You can contact the VA and request they "apportion" his VA compensation. IF he is receiving VA compensation based on you (so if he gets more from the VA because of the marriage) the VA can pay you a portion of compensation.

You will want to contact your county veterans services office, they can help you file

The other option is to file for divorce. Once you file your lawyer can ask the court to issue a temporary support order ordering your spouse pay you support while the divorce proceeds.
