He has a directive to physicians saying that he does not want to be resuscitated, put on a ventilator, or have a feeding tube. My question is this: If my Mom (or I) do not call an ambulance, can the police arrest us for murder?

I am so sorry your father is in poor health.  Has he gone to his primary care physician and requested a Do Not Resuscitate Form?  This is different from a Living Will.
