Great. Yes, you can conduct the virtual sessions with him. You would only need to worry about Mexican licensing laws if you were going to perform sessions with Mexican residents.

There is not a law that "allows" it or "disallows" it. Mexican telehealth laws only apply to residents of Mexico. So, you can perform a telehealth session with a resident of Florida under your Florida license.
It's the same as if you did a telehealth session with him if he was just in a different part of Florida.
