It would be an attorney if this was a settlement.  A Judge would only be involved if this went to trial and there was an order of some kind.  You need a local attorney for assistance.

It would be an attorney.  I'd start with the clerk of Courts and see if there is a case in your name.  Depends on the facts.  You may need to sue the parents.  I can not say without knowing a lot more.
