Immediate family members of foreign nationals such as work permit holders and international students should be allowed to enter Canada if they are entering for essential, non discretionary purposes under Canada's current travel restrictions. The final decision regarding your entry is up to the immigration officer at the border who will have to be satisfied that you are coming to reunite with your daughter and not for a brief visit.
Family members will have to obtain prior written authorization to enter as well as have a valid visitor visa. Jamaican passport holders need to have a Canadian visitor visa to enter and currently, applicants need to consult the link below to apply as Canada Immigration will simultaneously screen applicants for eligibility to enter under the Travel Restrictions.
