I am on J1 visa and can't find a waiver job. I have done 3 years of internal medicine residency and 2 years of fellowship in US. My husband is on H1 visa and currently working in a hospital.
Is it possible for me to convert to H4 EAD for a year before doing waiver?

Because you are subject to 212(e), you cannot change to an H category. You would have to get the waiver first. You can try applying for a National Interest waiver. But you would have to get that approved before you could change nonimmigrant status and also you can't change nonimmigrant status after you go out of status. So you have a timing issue.

You must have the J1 waiver approved before you can change to any H category, regardless of what the J1 waiver is based on.

You have to have an offer of employment first, though. This may present some challenges as the H4 generally does not allow employment.

I recommend you contact the Department of Health in the state where you are residing (or plan to reside if you are moving) and ask about the national interest waiver in that state. See if they have spots available for doctors in underserved areas. If they need doctors in underserved areas, they are usually willing to prove some assistance with this whole process.
