They do not act on all tips I am sorry to say.

ICE is so overwhelmed with complaints that they take in tips and if they can find the person when they eventually get time they will go look.

There is no time period associated with that.

What is the procedure to file a tip (does a person who is filing a tip has to pay a deposit)? And what is the procedure if/when ICE decides to act on it?

If ICE gets around to checking they will detain the person and possibly hold them in jail until deportation or they will offer them voluntary deportation where the illegal agrees to leave on their own accord and ICE puts them on a plane or bus out of the country.
