The papers state I have sole physical custody. But it says the parties agree that the husband will continue to pay 100% of the children's childcares expenses directly to the childcare provider. As such, the husband shall have the authority to choose where the children receive childcare. So does that mean if I do not agree with him taking them out of the current child care and moving them I can pay child care and keep them where they are ?

Not at this time, but you can file a motion to modify the court order, to address this, if it is an issue. The fact that he is paying for child care, does not mean, absent a court order, that he can pick and decide ( which it does allow) and if he is sending the child to a location that you do not think is in their best interest, you can object to it and ask the judge to modify the order, to allow you to decide, without even having to pay.
