Can I tell you my situation now?

I have a fiancée who is still in the Philippines, married but separated for 22 years with no known whereabouts of her husband. She is coming as a tourist and come here in Las Vegas to get a divorce. Is that possible?

Where is the marriage ?  She needs to file for divorce and try to motion the judge to allow the divorce through evidence of attempts to serve . But yes it is possible. But a b visa with the intent to get married in US is not legal.
