I might have other questions...but the main one at the moment is:
Since it's not legally mandatory for notary publics to sign Assignment agreements in North Carolina, will I be refused to do an assignment because I live outside USA?

Do you mean the assigning of a contract to a new party? If the contract itself doesn't require a notary signature, your signature should suffice.

I have the contract and want to assign it to a new buyer.
The standard assignment agreement has a space for notary public signature. But I had heard that North Carolina doesn't need a notary to sign the doc. But was told to check with an attorney

Right, there are certain categories of documents that require, under law in North Carolina, a notary public to sign them, such as deeds and wills. An assignment contract would usually not fall under these categories.

However, the parties to the contract can themselves require that a notary sign the documents. You can try just signing the document without the notary; or you can reach out to the other party and confirm that signing with a notary isn't necessary for the document. (There are also online notary services available if you do end up needing a notary.)
