Oh my.  First a complaint can be filed with HR because that can constitute sexual harassment and invasion of privacy.  Videotaping In changing rooms is not allowed in the employment setting.  If HR does nothing then the employees can file a claim with the EEOC and get a right to sue letter.  It may help to have a lawyer assist with that claim should HR fail to act but hopefully they will take immediate action as it does expose the corporation to liability if they allow such misconduct to continue.

It would be the company's HR; 

if the employees are minors yes it can be reported to police; if they are adults the police can take a police report but if there is a civil remedy they often won't take criminal action.

Thank you so much for your help. You truly are a Gem. In today's crazy world the Justice system has taken a beating. I have argued otherwise. I worked for 15 yrs with a group of oil and gas attorneys. In California. Restrictive exploration and production laws of natural gas. They took it all on and kept their cool. Too bad we had to witness the likes of what our former President called his legal team this past year. They need to shred those licenses so we can move on.
