Can the college ask for specific information from the doctor about why the emotional support dog is needed?

No, only if the dog is medically necessary for any treatment/care.

Also, my daughter's permanent address is in AR but she resides in TN during college. The ESA letter is from and AR licensed physician and the college is saying it has to be a doctor from TN. Is this correct?

They can demand that a state licensed medical care provide who is actually treating her provide the letter. But it doesn't have to necessarily be a TN person if she is getting treatment in AR.

But it has to be from a medical care provider who is actually treating her for some issue. Internet certificates are not legitimate and don't have to be accepted as they are bogus scams. A person claiming an ESA has to have a "prescription letter" from a state licensed medical care provider, who is actually treating them, stating that the animal is medically necessary for their treatment.

A lot of people try to get around no pet policies by getting the fake certificates off the internet or paying a fee for the online ESA certification sites... but no one has to accept those and tenants often end up getting evicted over that because they are trying to claim their pet is an ESA.

And many states have actually made it a crime to claim an animal is an ESA or SA to get around pet policies and make it a misdemeanor offence to engage in this type of fraud.

So someone needs to go to their real doctor and get the letter so as to stay out of any trouble legally. As long as she has done that and the doctor can confirm she is a patient and they issued the letter, she is fine.
