Title IX of the Education Amendments of 1972 (Title IX) prohibits discrimination on the basis of sex in all education programs and activities operated by recipients of federal funds, including colleges, universities, and public school districts.
You have several options. The first you have undertaken which is to file a complaint with the state licensing board. They have the authority to investigate and to make findings. They can assess fines and penalties.
You can file a complaint with the Department of Education under the Office of Civil Rights which has the jurisdiction to conduct an investigation and make findings.
Once you make a complaint, the agency will require the school district to file a response. Then you will have a chance at a reply before the OCR will make a determination. If the district is found guilty they may have to pay a fine and damages as well as provide accommodations for your situation.
In addition, if there is a discrimination aspect to your complaint you can file a federal action with the Department of Education, Office of Civil Rights. Title IX of the Education Amendment Act of 1972 prohibits sexual discrimination in education. So if you are being targeted specifically for being female, the school can be penalized under Federal Law.
