As long as you are in a public place where you have a legal right to be, there is no law in NC that would prevent you from recording a police encounter.

This means you could even record the encounter if it did not involve you.

One thing I've seen over my years practicing law is that nobody ever wins a battle on the street with the police and the  best way to deal with it is withdraw and fight in court.

No, they do not record  every time they start to drive.

Typically they have dash cams that are supposed to be  running if installed and their body cam is supposed to be activated during any encounter.
