Unfortunately, expunging federal felony records is not possible in most cases. Under 18 U.S.C. 3607(c) only a person who is guilty of a minor drug offense under the Controlled Substances Act (21 U.S.C 844) may have their record expunged. Other than that narrow category of offenses, federal convictions are not able to be expunged pursuant to any statute. There are some circuits that judges have taken the view can have the inherent authority to expunge, but those are usually in cases where there was not a conviction.
As far as restitution, you have to be careful. The government might try to seize your money to pay the restitution. So if you are looking to make a deal, you should meet with a local attorney to help you with it.

I am not saying they would, and they might not be able to, but there can be some situations were that is possible. So its best to meet with a local lawyer on that.

Does that make sense? Did you have any additional concerns or need me to clarify anything related to this? I am happy to help.
