Are you saying that there's a warrant you have to clear for your failure to appear? Is that why you have to see the judge?

Typically, a faliure to appear in court and/or a faliure to fulfill one's sentencing requirements results in a warrant. In any case, the judge has to deternine the amount of the fine because there are three years of interest and penalty charges that he can assess.
Call the court and find out, first of all, if there's a warrant for your arrest with regard to the failure of appear. You can ask the clerk also whether you can just mail in a fine. If you must appear, however, and it's impossible or much to difficult to arrange for you to do so, your solution would be to contact a North Carolina lawyer to quash the warrant if there is one and try to resolve this case for you. If it only comes down to the payment of a fine, he may be able to help you avoid any penatlies and make the fine and the consequences as favorable as the sentence allows for

For some reason, you believe you have to see the judge. Something is unfinished. If there's no warrant, great. But my answer remains. If you have to see the judge and can't, the clerk will know if there's any way around it. If there isn't, you're going to have to go to North Carolina or retain a lawyer to show up for you.
