Customer: I have a rental property that was damaged in the Deracho here in Cedar Rapids, IA. It was taken them 2 years to complete and now the contractors want their money now. They did not complete the work and now the housing market has bottomed out and we had to list it for $25,000 less then in May when it was suppose to be done. They didn't finish all the work and actually caused additional damage. Do I have any recourse?

Customer: I have not having a difficult time finding one.
JA: What steps have you taken so far?
Customer: I have called the Iowa legal aid and several different Lawyers, not finding one that does this type of legal.
JA: Is there anything else the Lawyer should know before I connect you? Rest assured that they'll be able to help you.
Customer: We are broke, owe back taxes and 2 mortgage payments because of how long this took to complete.

Did you have any written contract with a set completion date?

Did any contract have an itemized list of the work/repairs that would be performed? And if so, are you saying they didn't complete everything?

we never received or signed a contract. I have numerous texts stating when the project should have been completed

Ok, then if there was no set contract with a completion date, then you don't have a concrete date to hold them to.  As long as they were moving forward, even if slowly, then they were still complying with the agreement.

However, if they caused damages and didnt' finish the work, they are not entitled to be paid the full amount demanded.   You can demand they finish the work and pay for damages, and if they refuse, you can get estimates from other licensed contractors for the cost, and deduct that from any money owed to them.
