I am so sorry to read about this flooding. Do you have any professionals able and prepared to provide evidence - if you do sue - that the cause of your flooding was the city's storm drain?
Wow, that is quite a flood. Were you ever provided the contact information for the city's insurance company that has since denied the claim?
Did you report the damage to your own insurance company?
So was that your insurance company that denied the claim, not the city's?
That is a difficult position and one it sounds like your only hope of having someone else pay for the damages would be to sue the city.
The evidence you will need to have any chance of success in such a lawsuit is that the city was negligent in maintaining or constructing the storm drainage, that that negligence caused this flooding (versus super high rainfall), and that the flooding caused damage to your house. So, these cases can be difficult to win.
In addition, claims against a government have other hurdles you must overcome. Can you confirm for me again in what city and state this happened and I can pull more information on what might be required to file a claim against the city.

I am sorry that no one is willing to help address this issue, as until the drain is properly cleaned out and maintained, you are apt to continue to experience some flooding in heavy rains.
