I understand that you heard the postal carrier drop your delivery onto the concrete, saw that the package was physically damaged, and all while the package was obviously marked as "fragile".
You want to file a Complaint against this particular person as well as the company.
You certainly have a right to, and should file a Complaint with the postal company and ask that the particular agent who delivered to your apartment on that particular day and hour, be brought up on charges.
People have to learn to respect the property of others.
As well a person should carry out his responsibilities with care and appropriate concern for the property of others.
You deserve your property replaced or the replacement value as well as an apology from the postal service man or, at the very least, an explanation of what punishment was meted out to that delivery person.
