She can certainly bring a claim against the landlords for personal injury but it won't happen quickly enough to resolve the issue of her getting to school. While she's here I suggest she make her way to a personal injury lawyer. Is she willing to come back to pursue a personal injury lawsuit?

Yes you can bring claims up to $35K in BC in small claims court. I suggest she try and move if she is going to sue them soon because if she is sharing a kitchen/bathroom with the landlord she is not protected by landlord tenant legislation and they can throw her out with little notice.
