Your landlord is acting unlawfully turning off the water You can seek an urgent hearing before the Landlord and Tenant Board. They will order that she keep the water on and that she provide you with a rent abatement for the times she did not.She cannot evict you for having a roommate. You have the right to have any roommate you like unless you are overcrowding the unit.

No I don't think so. I think you have to start calling the very first thing tomorrow morning and keep trying and trying until you get through.
