I am sorry to hear of this difficult situation.

Your spouse will not be able to get a visitor's visa now. The borders are still locked to everyone aside from US citizens who are doubly vaccinated. They say that is going to change Sept 7 but there are no guarantees.

However, even then your spouse will have to show strong ties to back home and with your being in Canada I don't see her succeeding.

If you can get a job offer and then a work permit you can include her on your work permit and then she can come to Canada.

It is not usually possible to get a work permit while in Canada as a visitor but because of COVID it could possibly work. I don't see any possibility of your getting an open work permit.
