Does he live in his own unit or with your mother?

Your mother and this now means you, can have him move out. He has no right to remain when you tell him to leave.
That is the way to stop this.
If he won't leave on his own ( and I am sure he will not) you can get a court order.
Your best next step would be to have a lawyer in Montreal send him a letter demanding he leave and threatening court.
