Customer: Hi, our cat got attacked by 2 dogs from the neighbor. Cat was sitting on fence, dogs tried to reach him, but couldn't get him down. One dog got through the fence into our property. So there was one dog on each side now and the cat had no chance. The dog on our side pushed the cat to the neighbors property, ran back and both dogs attacked the cat on the ground. Cat was in hospital, bill was $1600. By-law was informed, the officer submitted our and neighbors statements and prosecutor decided not to recommend charged be laid due dogs felt provoked.

Hello,our cat got attacked by two of the neighbors dogs. Cat was sitting on fence, the dogs tried to reach him but couldn't, one dog decided to go through the fence onto our property. One dog on each side now and the cat had no chance. The dog on our side pushed the cat to the other side and ran back to his property where they both attacked the cat on the ground. I thought the dog would attack me also. Cat was in hospital, bill was $1600. By-law was informed.

I sent a statement with photos and bill to the officer, the officer submitted that and the neighbors statement to the prosecutor, which decided to recommend charges to be laid due the dogs felt provoked.

Even if charges aren't laid, you can attempt to have the neighbours pay the bill.  Have a paralegal send them a letter demanding reimbursement.  The cat was injured because their dog got out of their yard, so it's pretty clear that they were negligent.  Does that make sense?
