You can submit an express entry application only for Federal Skilled Worker Program, Federal Skilled Trades Program, or the Canadian Experience Class, not for students

I would check your eligibility here first: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/works.html

Sorry, I also misread your question.  You can apply for express entry before and during your studies in Canada.

My apologies for not being more specific. I have more than 8 years of foreign skilled work experience. I have previously submitted an express profile entry but it expired. I then decided to take up a one year graduate certificate course in Canada. I applied for a study permit and was approved. I am about to fly to Canada for Fall 2021. I was wondering if submitting an express entry profile now or during my studies will affect my current study permit/visa. Especially since I'm still about to fly this August.

Your express entry profile is not an application, so I don't think that it would affect your current study visa.  Further, Canada does allow dual intent https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/visitors/dual-intent-applicants.html

Having said that, if you didn't put your dual intent on the study visa application, there is a chance somewhere along the way that CBSA might suggest that there was misrepresentation

if you are concerned, you should wait till you get here before doing anything else.

You might also consider speaking with an immigration lawyer or immigration specialist.  You can find a lawyer on the site LExpert which has a directory of well established lawyers: https://www.lexpert.ca/
