Hi, sorry to hear about the lay off. Yes you can claim constructive dismissal and demand termination pay from your employer. The employment standards act may permit an employer to temporarily lay off an employee, however, unless your Employment Agreement provides for a lay off you maintain the right to sue for constructive or wrongful dismissal if laid off in these circumstances.
