No they still owe money the job has an electrical value of $196000 and yes we have a contract

What you can do is register a lien on title because you are owed money and then you can have a lawyer send the contractor a letter threatening a lawsuit.

I am a my own contractor the job was scheduled for electrical rough in for November that to me means a complete structure framed and ready for electrical rough in. However we were told that due to them being late they would need to get the ceiling in and insulated so they can thaw the ground for concrete in the winter. Which is fine however it makes more work for us. Even after satisfying that they didn't pour concrete till April.

Yes you have strong grounds to sue because not only do they owe you money but you have a binding contract. They can't change their minds. That's not how the world works.
