To apply to get a new PR card, you need to complete an application form which has a helpful document checklist which tells you what to include in your application which you need to follow carefully. The application form is mailed or couriered to the Case Processing Centre in Sydney, Nova Scotia for processing.
You can pay the fees online and the current processing time is 71 days for renewals. You can ask for expedited service if you urgently need to leave Canada.
