If you require your ROE, and your employer has not provided it, and you have asked multiple times, you should contact Service Canada. A Service Canada agent can tell you how to get your ROE or what else they will need to complete your application.

If you feel your employer might deny you, or are still uncomfortable with the process, I would recommend that you contact a lawyer in your province. You can review the law society's suggestions on how to find a lawyer. Depending on where you live you may be able to consult with a lawyer for $25 for the first half hour:

Or you can check on a site called lexpert. This is a legal directory of leading lawyers and law firms throughout Canada and is well-respected by the legal community.
