With respects to the parking issue, as long as it’s done on their property then you have little recourse (unless the parking spots are not permitted by the city). Perhaps you can come to some agreement with the landlord on jointly funding a new wall to protect your privacy. Another alternative is to speak with the landlord and see if you can come to some agreement where they use that other parking lot instead of parking right beside your backyard.

In the City of London, there is a by-law which prohibits surveillance beyond the borders of the property. There are a few exceptions: if there is a bank, commercial business requiring the use of extra security, zoning by-law exemption and a few others.
I would suggest contacting your municipality and asking for a by-law officer to investigate further.
