To clarify - Was our son charged $200 or $200,000 by the hospital ?

Hi - Since I have not heard back from you, I can provide a response based only on the information you have provided so far.
If your son has incurred a debt with the hospital which he cannot pay and the hospital is not accepting the payment agreement you have suggested, I would suggest that you contact the Community Law Centre which services your area to help you write submissions to the billing department of the hospital to negotiate the amount you owe for compassionate reasons because of you and your son's circumstances.
Community Law Centres are legal aid funded centres which provides legal service to low income people in Manitoba.

Furthermore, even if the hospital is not willing to accept your payment plan and treats the money your son owes as a bad debt, since this is a civil debt, it will not affect you and your son's application for permanent residence. Only criminal charges and convictions will effect immigration applications.
