I am sorry to hear about this difficult situation. Your best recourse is going to be to file a complaint immediately with the LTB which is the Landlord Tenant Board. They are specifically designed to deal with situations such as these and make sure that no one has to live in bad conditions. If they can't reach a resolution they will make the Landlord pay you your rent back and also your security deposit back so that you can get a new apartment to live in.

You can tell the landlord that whatever they did clearly did not fix the issue so if they are not going to take steps to fix it properly you will be left with no choice but to contact LTB. I am sure at that point they will be more than willing to sort out the problem properly.

Yes, if you are seeing pests still you can request another pest control treatment from landlord after sending them pictures.
