The text isn't good enough. He's going to have to sign the transfer or else you're going to have to get a court order. So tell him that you will be suing him if he doesn't sign the document over immediately. It is not extortion to threaten a civil lawsuit.
I know the police can't force him to sign but the police can tell him that it will do better for him if he shows remorse and makes restitution. He is making restitution when he signs over the car to you. You can say to him you are sure if he does this then it is making restitution and the offence will be considered less serious.

It will take you a long time to get the court order. That's the fear. You should tell him that you're going to sue him for all of the impound costs.
Ask the police to help you out and to tell him that if he makes restitution the sentence will be less and so he should just sign the form.

It doesn't make sense that they're going to let you suffer and have that car impounded when they know that you own the car. They should be helping you out without a doubt.
I don't know for sure but I would hope that they would. It's just hard to know because of COVID.

I sure hope it is. But I bet he's afraid to meet you somewhere. You could ask him to leave it at some public place where you could get it I suppose. It sounds more like a spy movie but maybe that's what you should do.
