. I applied as a Refugee Claimant after 6 months
.Case was refused
. I was sponsored by my common law 2018
. Was eligible for a Pre removal risk assessment ( PRA)2018
.We has an interview on March 2020 which was cancelled by Immigration
. We were asked to provide more documents September 2020( which we did)
. haven’t been contacted by Immigration since then
.Common law left province 2021
. I have a work permit, I do work and pay taxes1-If I am to apply on Humanitarian and Compassionate basis does changing province help as far as province politics are concerned ? Quebec in particular, in relation to Immigration policies( or this is a Federal matter that applies to all provinces?)
2-I have created a community ( work, church, and volunteering)in Calgary for 6 years, if apply from any other province would that weaken my case?if I apply from another province

If you decide to move to Quebec, your humanitarian and compassionate application will still be assessed by Canada Immigration in the same way it would be if you lived elsewhere in Canada. The immigration policy and factors for H and C applications apply to all applicants in Canada.

If you apply in Quebec, there is an extra step where Quebec's provincial immigration authority known as the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) also has to approve your application so that you can obtain provincial benefits. If MIDI does not approve your application, you can still get your permanent residence if Canada Immigration approves your H and C application but you cannot live in Quebec.

If you have laid down roots in Alberta over these past 6 years, you should apply for Hand C in Alberta because this proof of establishment is a very important part of your H and C application.
