I am sorry to hear of this difficult situation.
Your kids should refuse to pay the fumigation bill and they should say that they overheard him and they know he's lying. They can tell him that they are very happy to have the landlord and tenant board decide if he prefers.

They can certainly do that but he's not going to agree to pay. So if they're going to do that they better make sure that the fumigation company has proof that there were bedbugs there and then they can try to get an order from the landlord and tenant Board.
