It sounds to me that your agency breached their contract with you and that they didn't find you any work for the past year yet they expect for you not to earn work elsewhere. If you leave the country is not clear how they would be able to sue you anyway.
However, if you want to avoid that possibility I suggest you have a lawyer review your contract and send them a letter demanding that they provide written confirmation that as they failed to live up to their end of the contract the contract is at an end.

Well it's not that they can't sue you but what are they going to sue you for and how are they going to do it and how are they going to enforce the judgement so really I think it would likely be over.
You can't really fully terminate your contract in an official way because you're breaking the contract but you can tell them in an email that you were very disappointed that they failed to adhere to their representations to you and that you're leaving country and will not be contacting them again.
