Yes you can and if they don't agree you can call a members meeting so get out your bylaws and see what the procedure is for doing that. They won't be able to stop that.
They have to understand that this is a democratic process and if the majority of the building do not agree with them you can oust the current board and have a new election.

I am sorry. I missed the point that you are a tenant. No you don't have a right to participate. Only the owners can do that.

The tenants have no say and have no right to deal with the board or the Board budget. The unit owner would have to seek the consent of the landlord and tenant board for a rental increase and the tenant can fight that at the board level.
