Your daughter in law can apply to Canada Immigration for a Verification of her PR status. I have attached the link to Canada Immigration's website which has the application form and instructions.

For this application, she will need one form of identification such as her driver's license and another piece of identification like a birth certificate. With this, she can apply for a verification of her Confirmation of Permanent Resident document. (COPR)

With this COPR verification, she can apply for a new PR card but she also needs to have a valid passport.

If her daughter is refusing to return this documents to her, your daughter in law can ask the police to see if they will escort her to get these documents because they are her personal documents.
