There is no investor category right now unless you are involved in sports or culture. So if you cannot gain PR status as a skilled worker the only other idea would be if you have expertise in start ups.

But that's not true. I've shown you the only way that you can immigrate aside for being a skilled worker.
I don't know what the various provinces have in terms are there provincial nominee programs right now. Things change all the time and things are in chaos because of Covid. You would have to research each province's site but generally none of them have anything related to investors.

Yes there are but you have to have experience in start ups. That's why I think you should read all that information very carefully. It's your very best route to go if you can get yourself in there.
