But was the dog visiting him when this occurred?

Is a letter threatening him with eviction or is it giving him a fine or is it requiring that his dog be removed?

He has to write a strongly worded letter to the council. He has to say that he is tired of being harassed and defamed by an owner who knows better.
You should say that another dog that came to visit bit an owner who has admitted that it was not his dog and that he can assure them that that dog will never be returning to the building.
If that doesn't work he should be retaining a lawyer to threaten a lawsuit.
What you can do to find a lawyer is one of the following things.
You can contact the BC Branch of the Canadian Bar Association and use their Lawyer Referral Service. You will be given the name of a lawyer and can consult with the lawyer and the first half hour will be $25.
