You can try going the ombudsman route. It is fast and free unless you pay your lawyer to do so.
You first have to complain to customer care. Then we know that is useless. From there you apply to the bank's ombudsman. That too will not work I am sure.
But then you complain to the governmental ombudsman who is not biased and that could work. Unfortunately you cannot skip any of these steps.
You can go into any branch of the bank and you will see a brochure on how to complain. In that brochure all the contact information you will need for the full process is set out.
